Most mistakes were done in hospital in Rimavská Sobota
Last year totally 1 391 complaints on health care provision were filled to the Healthcare Surveillance Authority and another 260 complaints had to be solved from the previous year. Less than one thousand complaints were related to the review of the good medical practice, but only 282 of them the Authority evaluated as justified. Most amercements, a total of five, were given by Authority to the general hospital in Rimavská Sobota.
Higher payments for state policyholders are demanded
Association of Hospitals in Slovakia calls for increasing of the next year's payments for state policyholders to 5% of average wage. This would prevent the repeating of the current critical situation in healthcare system with the lack of financial cover for mandatorily increased salaries of nurses and doctors. Association also plans to request the Parliament to adjust both acts – on wage conditions of doctors and nurses, as they are non-systematic and not financially covered.
Hospitals in Žilina region are threatened by collapse
Hospitals in Dolný Kubín, Trstená, Čadca and Liptovský Mikuláš agreed that they are really threatened by bankruptcy. Hospitals of the Žilina region have minimum numbers of employees, the payments from insurance companies, however, are still not enough for salaries and mandatory contributions, in addition the pharmaceuticals and medical supplies are being purchased on debt. If they followed the law and increased the salaries of nurses in April, directors would have to close the hospitals.
Negotiations of regionals hospitals with Dôvera continue
Representatives of regional non-state hospitals negotiated today with the private insurance company Dôvera. The reason was seeking for financial covering of the mandatorily increased salaries of nurses and midwives. Both sides agreed to continue in negotiations on possible adjustments of contract from June. Dôvera, however, at the same time pointed out that there is a lack of resources in the healthcare system.
Gašparovič: number of hospitals should be reduced
Number of inpatient facilities should be, according to the President Ivan Gašparovič, certainly reduced. In the future it will be necessary to solve the density of hospitals and density of beds, which is currently oversized. Minister of Health introduced to the President the proposals, which she wants to incorporate into the government program. They also discussed the measures, by which the MoH wants to solve the salary issue of nurses and other healthcare professionals. Minister will present them to the public after the Tuesday's negotiation with the representatives of nurses.
New redistribution of insurance contributions from October
Všeobecná zdravotná poisťovňa (General Health Insurance Company) could get more money from new way of risk-adjusted redistribution of insurance contributions between health insurance companies for the first time in October this year. This should by brought by the amendment to the Act on health insurance submitted to the Parliament by Richard Raši. Risk adjustment should be calculated by the Healthcare Surveillance Authority.
2011: VšZP paid 8% less for inpatient care than in 2010
Although Všeobecná zdravotná poisťovňa – VšZP (General Health Insurance Company) offered additional sources to some hospitals. In last year, however, VšZP spent on hospitals 8% less than the year before. While in 2010 the VšZP's costs on inpatient health care reached more than € 815 million, last year it was only € 752 million. The biggest health insurance company decreased its expenses also on pharmaceuticals in 2011, aproximately by the same rate. Otherwise, costs on outpatient care and medical devices increased, in both cases by about 4%.
Hospitals are afraid of sanctions
Hospitals, which did not increase the salaries of nurses in accordance with applicable legislation, are afraid of the sanctions. One of the threats is a Labour Inspectorate, which may impose penalty for violation of labour law. Problems, however, might be also caused by insurance companies. Control of the fulfilment of personnel norms falls within the competency of health insurance companies. These may, after finding of the failings, access to different measures, for example also to the termination of their contractual relationship.
Hospitals are threating with the mass dismissals of nurses
According to the head of the Association of Hospitals in Slovakia, Marián Petko, from June there will be a threat of dismissals of nurses and cancellation of departments in hospitals. Costs of small hospitals on wages are already now in amount of 85% of their total costs. After further raise of salaries of doctors in July hospitals will have to use all their resources on salaries. Petko urged nurses for a compromise, for example that the wages would increase gradually.
Further personal changes in the healthcare system
Minister of Health Zuzana Zvolenská continued this week in the personal changes in the state-run organizations. Changes thus took place on further directors´ posts in hospitals. New head of the MoH noticed the main hygienist and directors of hospitals in Bratislava, Banská Bystrica, Žilina, Prešov and Košice and directors of some emergency services. Zvolenská according to the spokeswoman of the Ministry prefers the experts with practice and she installed in the managerial posts people, who were addicted to this issue long-termly and are seen as experts in their field.
