Common protest action of doctors from V4 countries will take place on November 20, 2012. Trade unions have already announced this action, the date and number of involved hospitals was, however, unknown. In Slovakia, the event will take place in 5 institutions – F. D. Roosevelt faculty hospital in Banská Bystrica, Faculty hospital in Žilina, L. Pasteur University hospital in Košice, University hospital in Bratislava – Kramáre and Faculty hospital in Prešov.

Medical trade unionists are against the creation of one health insurance company. They suggest that state should better give money assigned for buying of private health insurance companies for increasing of their salaries. They have declared this on Tuesday in front of the Government Office and brought the request for an early meeting with Prime Minister to the filling room. Prime Minister referred them on this issue to the Minister of Health Zuzana Zvolenská. Doctors expect from January also the third promised increasing of salaries. Government considers this as impossible.

Medical trade unions are arguing because of the amendment to the Labour Code, as it contains the exception, according to which doctors and nurses will be able to officially work 250 overtime hours. Despite the fact, that´s how it already worked in practice so far, act did not treat with the overtimes of healthcare professionals. Adjustment was made with the consent of Medical Trade Union of Healthcare, which has more than 23 000 members. Medical Trade Union and Medical Trade Union of Nurses and Midwives, however, do not like these changes.

Tariff salaries of employees working in hospitals associated in the Association of Hospitals in Slovakia should increase by 2.5% from October 1, 2012. By same per cent should increase also from January 1, 2013.  This is a verdict of an arbitrator Ľubomír Majerčík in the dispute for closing-down of the collective contract of higher level between the Association of Hospitals in Slovakia and Slovak Trade Union of Health and Social Services.

Medical Trade Union is asking the President Ivan Gašparovič to turn the amended Labour Code back to the renegotiation of the Parliament. They explained their reasons to the President of Slovak republic in the open letter. Head of the Trade Union, Peter Visolajský, in its letter claims, that Labour Code consists of lot of special, disabling exceptions for doctors, which aim is to mask the lack of doctors in the healthcare system.

Representatives of Medical Trade Union are asking the Government for the legislation guarantee of the third increasing of salaries from January 1, 2013. They are, for all that, not against the dividing of third increasing of salaries for longer period of time. According to the head of the Medical Trade Union, they insist on the legislation guaranty. Problem is, according to him, unreal conditions of Minister of Health Zuzana Zvolenská, which should go along with this increasing.

Medical trade unionists did not make an agreement with Minister of Health Zuzana Zvolenská on third increasing of salaries even after 4 hours of negotiations. Zvolenská claims that state does not have money for it. Trade unionists, however, insist on fulfilling of memorandum signed with former Government. They are not directly talking about the mass deposing, but their statements and actions do not exclude this proceeding. Through the questionnaire on their website they are trying to find out, whether their colleagues are willing to enter the strike again.

Representatives of trade unions of doctors and nurses have agreed to work together and announced also the stronger negotiations. According to the head of Medical Trade Union, Peter Visolajský, both organizations have certain problems. Therefore, they have decided to solve it together and together will hold the more penetrative dialogue with politicians. Whether this means also common coercive actions in the future, he did not say.

Plurality system of health insurance, according to the President of Slovak Medical Chamber Marian Kollár, did not meet the expectations. System of one health insurance company, which is being enforced by Robert Fico Government, could according to him bring the stable financial system, establishing of rigid rules for determination of the pricing of doctor and the stability of the doctor in the system. Representatives of Slovak Medical Chamber have met in Bratislava on the extraordinary congress, which main topic was to take a stand to prepared changes in the health insurance system.

Anti-corruption measures in healthcare system proposed by Medical Trade Union are non-conceptual and contrary to several acts. This is claimed by the Association of Hospitals in Slovakia. Proposal, according to the Association, gives on one side a great power to supervisory boards which do not have any responsibility for the operation of hospital and on the other side reduces the competency of the director by managing and increases his/her criminal liability.
