Term, when Constitutional Court will deal with the accordance of the act on minimum wage claims of nurses and midwives with the Constitution is not known yet. As was stated by the spokeswoman of the Constitutional Court, Anna Pačurová, the law does not define the term, in which the Court should decide. As she continued, the length of preparation for negotiation and decision in this case is individual and depends on the complexity of pleading.
Medical Trade Union considers the statements of the President of the Association of Faculty Hospitals, Jozef Valocký, as a badge of incompetence and misleading. Valocký reacted to the criticism from the side of Medical Trade Union by saying that directors of hospitals have lower salaries than doctors in Trade Union. Trade Union stated that if the public procurements in hospitals were made “standardly”, there could be savings for third stage of increasing of salaries of doctors. Valocký afterwards called on Trade Union to stop slandering the directors of hospitals and stated that some hospitals are spending 100% of their incomes on salaries.
Medical Trade Union claims that if the public procurements in hospitals were effective, there could be € 36 million saved per year. Association of Faculty Hospitals protest against this statement and call on Medical Trade Union to immediately stop slandering the directors of university and faculty hospitals. President of the Association pointed out that hospitals act in accordance with the legislation even in the situations when some of them spent 100% of their incomes from health insurance companies just for salaries.
Association of Hospitals in Slovakia does not agree with the statement of Medical Trade Union that resources for increasing of salaries of doctors can be found in the better management of hospitals. Association claims that hospitals are currently giving more than 80% of their incomes from health insurance companies to salaries and they do not have any possibility or space for efficient management of their institutions. Association also claims that Trade Union has not submitted any principal proposals of system solution for stabilization and development of the healthcare system.
Regional hospitals are not going to fight against the act adjusting the wages of doctors in hospitals. As was clarified by the President of the Association of Hospitals in Slovakia, Marián Petko, hospitals will consider the submission to the General Prosecutor in the matter of this legal standard on the base of information from Ministry of Health, health insurance companies and critical will be also the shape of state budget for the next year. He pointed out, however, that part of members is inclined to the submission, other part is contrary careful. He admitted the concerns of possible strike.
After doctors and nurses also other healthcare professionals want to have their wages guaranteed by the law. As stated by the President of Slovak Trade Union of Health and Social Services, Anton Szalay, according to the education, experience and difficulty of the work their wage should increase at least to the level of average wage in national economy, what is about € 800 monthly. Currently, according to him, some physiotherapists or laboratory workers earn € 400 – 450 gross, what he considers as inadequate.
The vast majority of hospital doctors is asking the Government to fulfil the Memorandum, as has been agreed last year, including the third wave of increasing of their salaries. According to doctors, this level of increasing of wages would not require € 40 million as was presented by Ministry of Health and in case of fulfilling of Memorandum the increasing of salaries will not burden the state budget.
Money for increasing of salaries of healthcare professionals in Slovakia are available. Accroding to the former President of Health Comittee, Viliam Novotný, former Government has prepared the sources for covering the higher salaries of doctors and nurses. These money should, according to him, come from higher collection of health insurance, savings through pharmaceutical reform or from € 50 million reserve in state budget. Minister of Health, however, claims that former Government did not ensure any money for increasing of salaries.
State does not have money for third increasing of salaries of doctors, on which the Government has agreed with Medical Trade Union during the last year's strike. According to the spokeswoman of Ministry, Zuzana Čižmáriková, in case of announced increasing of basic salaries of doctors would be endangered the providing of health care. Ministry of Health Zuzana Zvolenská claims that currently doctors earn above-average. State would, according to her, need € 37 million for next increasing of salaries.
Whether doctors will get their salaries increased next year is still uncertain. Minister of Health Zuzana Zvolenská keep negotiating with medical trade unions on the gradually payment of higher salaries. Head of Medical Trade Union Peter Visolajský believes that Government will be responsible and will keep its promises. With regard to the phases of third stage of increasing of salaries, trade unionists are, according to Visolajský, waiting for the offer. Spokeswoman of Ministry of Health Zuzana Čižmáriková promises that Medical Trade Union will get the proposals before next negotiation on salaries.
